1) Different people use different programs... Such as Adobe Dream Weaver, Eclipse and many more depends on you and your skills and level of website back end coding

2) Yes. If you design and develop your website on your PC or Laptop then you will not have to pay for it until you decide to Publish it on Internet

3) You can learn it from http://www.w3schools.com/ OR from anyother website online

4) Yes their are many... What ever problem/question you have on mind just search on internet you will get alot of answers on different websites/forums including Yahoo Answers... Then if still you don't get what you seeking for, you may post your question/problem on those same websites/forums...

1/ I use Kompozer. Its a really easy and simple program to learn.

2/ Yes, absolutely. Some programs you have to pay for, but some like Kompozer are free to download. You can make your site, then pay for hosting and upload your site.

3/ Like I said, Kompozer. Just Google a few tutorial videos and you're there.

4/ There are SO many. Google.

I want to build a website from scratch, because I want complete control of how my website looks. Also, I want the website to be completely coded before I have to pay for anything (domain, hosting, etc). So, I have a few questions

What program(s) do people use to create their website from scratch? Notepad?

Is it possible to create your whole website before paying for anything?

Do you know of any free tutorials that can get me started on making the website?

Do you know of an active forum for people who create websites and help others?
