If the page is that old, then certain HTML or JavaScript features could have become deprecated or unsupported by newer browsers, in which case, a re-write would be in order. Try using an older web browser to test the page first.
The links to source files may have somehow been broken, especially if they point to resources that are not stored on the local server. Go though the source and see if all dependencies are available. Corruption could have also occurred on the local server itself, in which case one should restore from a usable backup.

It's next to impossible to help you without knowing a ton more info. Are you an IT person? If not, does your company have one? If so, contact him/her. Does this page appear "scrambled" on every computer? Do other pages on your intranet appear scrambled or just this one? Has anyone made any changes of this page recently? Is this page backed up? Can you post a screenshot--"scrambled" could mean anything.
Hi, the term scrambled isn't familar with me, nor does it represent anything.
Although from how you describe the problem, I would presume there is some kind of server issue which is hosting the page/s.
