You can install the unregistered version of Windows 7 on multiple computers (those have a 30 day limit and lock after 30 days). That is perfectly legal. The licensing issue that comes into play is the product key number. If you had to do a reinstall on a customers computer, that has a genuine WIndows 7 product key sticker on the machine, then you can use that code if you have to do a reinstall. But installing a copy of Windows 7 on multiple machines WITH THE SAME PRODUCT KEY is a big no no.
You will need to buy a licenced copy for EVERY machine you install. r if you become a recoggnised instsller you can buy a multiple licence, but MUST provide a copy for each machine you install. You do get discount, but it costs thousands. If you do not comply with this you will be treated as a psofesional installer, and Microsoft DO prosecute in that situation where they might ignore a private pirated copy. fines up to $150,000.00 US PER unlicenced copy or prison time.
