You can write the comments in any language you choose, but the code must be written in a computer language. Most computer languages use keywords borrowed from English (for historical reasons)
There are languages in which the keywords are borrowed from french, such as Linnet https://fr.wikipedia.org/wiki/Linotte_(l... they are of interest mostly for teaching, rather than general use.
