Only the open source community has some incredible resources to draw on.... I mean some very cool things with nearly unlimited utilities...
You do need an experienced programmer to draw it all together and get it working though; unless you can try to get some open sourcers interested in doing that for you too.
I recently put IVR into my home automation system. I was amaized at how simple it was, I even hooked in my home entertainment system. Like 90% was all free software open sources and noodling.
You would get about one days work formn any half decent programmer for that. Less for a good one.
