I'm not sure HOW to do it, but I think what you're looking at there is an animtaed or interactive "rollover" (called because an image changes when the mouse rolls over it).

The jargon is "tootip"

I'm not sure how to phrase this question specifically, but how would I create something where if I hover my mouse over the image, a bubble or some other type of icon float to my cursor? Like, the bubble would be in the background of the image, but then sort of float to the cursor with a link that is clickable?
