I suggest you start off small by approaching a local shop or cafe, and asking them if they'd like you to produce a small web site for free. That way, you can build up your experience slowly.
I should also warn you that unless your social network has some significant and unique feature that isn't present in Facebook, Twitter, etc, then you could spend a lot of time and money in developing it only to find no one wants to use it. Even if you do come up with a unique feature, the people you've mentioned only have to snap their fingers to incorporate it in their networks, and there's little you can do to prevent them.

Hi, I have an idea I would like to persue. It is a form of social network, with pictures videos and other specifics. I know the basics of building a website with a template and some personal text and variety of pages, however I don't know where to begin from scratch. I've thought of dream weaver and a flash website? I've thought about it as a website or app, social network with the power and interactiveness of a game on a website. Any help to lead me in the right direction would be appreciated, I can only describe my idea so far but how did mark zuckerburg create Facebook or jack Dorsey creating twitter.
