You can use HTML, CSS, PHP, Javascript and MYSQL or Postsgresql for database. That's if you want to use an open source programming language.
There is no application, the only way is through a host. A host such as GoDaddy.com or such. Hosts can be quite expensive, there really is no way to create your own site with code. Code isn't just something to create sites with, but it is used for it. You could create your own host, but that would be more expensive and time consuming than just buying a host. Good luck, just look up sites that allow you to create a site from scratch, and that are affordable.

If you want more security use asp.net. but it is costly. You can use php which is best and cheaper.
i've just finished learning HTML & CSS and am confident i know how to create a website. The one thing i don't know and havent really been able to find out is what coder do i use to code websites? All i've found is websites that aid you in creating websites, but i want to create a website from scratch, by myself, using code. So whats the best application i can use to begin?
