Yep, produce a design of the page without actually making it. You can do this in word for example with shapes. So where images would go on the final site, you would just put a box with which is the same size and represents what the actual page would look like. Then just put a description in the box of the content.
Ask your instructor for clarification. That's his/her job, after all.
For my ICT coursework, one of my tasks are 'Produce Visualisation of Page Layout'. What does this mean exactly? Am I being asked to design what the homepage would look like?
