13.3 m/s is a (linear) velocity, usually denoted "v".

"rad/s" is an angular velocity, usually denoted "ω".

To convert from one to the other, you need the radius of motion, "r".

Then ω = v / r

Give me the radius, I'll give you ω when v = 13 m/s.
