Blurry Images in Browsers?

How are you connecting to the Internet? If you're using some sort of mobile internet service, like tethering to your phone, the mobile company is what's sending you the lower quality images, it isn't a setting on your computer. Usually if you press Ctrl Shift R or Ctrl Shift F5 on the page, it will reload it with the higher quality images.

Images in Google Chrome, Firefox and IE appear blurry and have reduced memory size. Does anyone know how to fix this? I'm running windows 7 and have an Intel graphics card. I can't turn off hardware acceleration as the option in "Troubleshoot" is greyed out.

The image from below is from

and is supposed to be 1.02 Mb, but it's only 26.2 kb when I downloaded it.
