There is no 3ds emulator available which can play games.
there are 2, citra and 3dmoo which are only for pc. But they are very early in development and basically do nothing. will be a few years before there are 3ds emulators capable of play commercial games at acceptable framerates.
There wont be a 3ds emulator for android for quite a while, as the nvidia shield (most powerful mobile device), can just barely play all DS/PSP games at full speed. 3DS is a whole step above those, meaning a very high end android tablet wont be able to run 3ds at full speed for probably 3 years atleast (phones will be longer), assuming someone ports it to android.
epsxe and pcsx2 are the only 2 real/legit emulators which still require a bios. any other emulator which wont let you play w/o a bios is almost guaranteed fake. (since any new emus made wont require them due to legal issues with obtaining bios files)
