SAP has two training-***-certification partner in india

1. Siemens Information Systems Ltd

2. Genovate

who provide training as well as certification in defferent cities across india like Delhi, Mumbai, Kolkata, Chennai, Bangalore, Hyderabad etc. It is a 45 days residential course where you learn in class room and do a mini project to get the feel of realtime work. After your training you can appear for the certification exam. The cost for the same comes around 2.75 laks with taxes - so far i know. Mind you, there is no placement guarantee after getting the certification. You can check for other details like the next training batches, locations, price & registration details in http://www.sap.com

This is the formal certification what you can go for, but other than that there are plenty of autherised training institutes across India who provide only training (No Certification) apart from so many local institutes. Training cost in these institutes varies from 15K to 50K and of course, to do courses in these institutes you need to do some research regarding its course content, faculty, placement assistance, facilities etc. Training in Hyderabad is the cheapest, as far as i know.

The biggest hurdle in shifting from hard core functional to SAP consultancy is getting the right job as companies are asking for at least 2 to 3 years experience for that. A fresher (in SAP) with certification has very little advantage over an experienced not-certified candidate in the market.

get into some good companies first in SAP, then gain some realtime experience, say 2 to 3 years and then only do the certification. You should also think about the huge investment that is required if you opt for certification initially. Another option is do the training in some good local institute and try for job being in the functional job. Companies like Siemens, Intelliasea, Satyam advertise for functional people who ,in turn, undergo SAP training (Free of cost) and work from them or their clients.

Private institutes teach useless and very simple things. Better try to find work either for free or by giving gifts to experienced pro's. Employers do not want diplomas from private institutes. They want experienced candidates. You can get a job if you convince the employers that you will work very hard on a low salary. After getting experience your salary may double or triple itself.
