Where and how can I make a webpage blog?
You can make a customized website/blog from scratch on your computer.
In my opinion, I think the procedure is not easy to understand to be able to make a website/blog private, or public. I can share with you what would benefit you to know. Start to learn: HTML, CSS, PHP, SQL, MySQL.
You can either learn the above computer topics in school, or you can teach yourself the computer topics that I mentioned.
You would have to learn more computer topics. You could start by learning the 5 computer topics I mentioned.
The best place for a blog is Wordpress.com (they invented it after all!). They have all the bells and whistles you may think of.
Another good option is Blogger.com, the Google alternative for Wordpress; they are pretty good too.
And of course there is Weebly.com and some others you can find while searching for "create free website".

I would advice you to use wordpress or joomla if you want to make dynamic blogs. You can even use blogger too to make your own blog
