Austin, javascript, or PHP has nothing do with the question. Poster, IPV6 is only an IP address, and it's used to setup a domain wih a web server. All you have to do is setup a domain with a server, and then tell people the name of your website to give access to IPV6.
It would be easier if you told people the name of your domain. You could also tell people what your IP address is, but people might not remember your IP address, for your web server.
HTML can't be used to determine anything. It is a front-end language.
Look into using javascript or PHP to discover these things.
